Plumbing Power: How Sewers Shaped Halifax—and Still Shape Policy Today 

For most of us, sewers are out of sight and out of mind—until something goes wrong. But when we zoom out and take a historical view, sewers tell us much more than we expect. In fact, they reveal how deeply our infrastructure is shaped not just by engineering and technology, but by politics, policy, and power

The Dirty Work of Modern Cities 

From the late 19th century onward, Canadian cities like Halifax faced a growing crisis: how to provide clean drinking water and safely dispose of waste for booming urban populations. Disease outbreaks—especially waterborne illnesses—made sanitation not just a public health issue but a matter of civic survival. 

In response, cities built increasingly complex sewer systems. But these weren’t just technical fixes. They were the result of decisions by engineers, city councils, public health officials—and the cultural and political values of the time. 

Why Sewers Are Political 

As this case study of Halifax shows, the creation of sewer systems reflected much more than new technology. They reveal what philosopher Michel Foucault would call a “Modern episteme”—a way of thinking that centered Man (in the universal sense) as the ultimate problem-solver and manager of nature. 

This mindset created a kind of techno-political path, where infrastructure and policy reinforced one another in ways that became difficult to change. Once sewerage systems were laid down—and the policies that governed them were codified—cities like Halifax found themselves locked into systems that shaped decisions for decades, even centuries. 

This phenomenon is known as technological path dependence: once a city invests in a certain way of doing things (like dumping waste in the harbour), it’s incredibly difficult to reverse that course, even when better solutions become available. 

The Iron Triangle, Reimagined 

What’s more, Halifax’s experience shows how policy networks—the relationships between government, engineers, and industry—helped entrench this path. This chapter describes these relationships as an “inverted iron triangle”, a visual metaphor for how a small set of powerful actors can shape infrastructure and exclude broader public input. 

Citizens might protest pollution or advocate for better public health, but unless they become part of the core policy network—or align with its values—their influence is minimal. 

From Cesspools to Chlorine 

By examining the plumbing history of Halifax from 1880 to 1914 and beyond, we see how these decisions played out in real time. Whether it was the initial push from cesspools to sewers, the cultural tolerance for harbour pollution, or the limited ecological awareness of the 1950s, each stage reflects the same underlying story: infrastructure decisions are never neutral. They reflect who holds power, what knowledge is valued, and whose interests are prioritized. 

Why This History Still Matters 

Today, Halifax (like many cities) still grapples with the environmental consequences of its infrastructure decisions. Pollution in the harbour, aging pipes, and debates over wastewater treatment are all part of the legacy. 

But more importantly, this history helps us ask better questions: How do we break out of outdated systems? How can we rethink policy and infrastructure to prioritize sustainability and equity? 

The answers may start in the sewers—but they lead us straight to the heart of modern city life.
