Blog Post: Halifax Harbour Cleanup—Whose Waters Are We Protecting?
In the late 20th century, Halifax Harbour faced an ecological reckoning. For decades, untreated sewage had been pumped into the water, harming marine life and endangering public health. The Halifax Harbour Cleanup Initiative (HHCI), launched between 1988 and 1995, aimed to fix that. But while the project promised environmental progress, many local communities—especially those living and working in places like McIntosh Run and Herring Cove—were left questioning whose interests were truly being served.
McIntosh Run: A Watershed Under Stress
The McIntosh Run watershed, long plagued by sewage discharge, became a focal point of the HHCI. Community members and task force reports highlighted the need for tertiary treatment to ensure real improvements. Residents were clear: they wanted the contamination stopped, not managed.
In response, HHCI officials claimed their revised proposal was designed to end all untreated sewage discharge into McIntosh Run. While this sounded like progress, critics noted that these decisions were shaped more by engineering convenience than by genuine ecological or community priorities.
Herring Cove: A Fishery on the Brink
A more complicated picture emerged in Herring Cove, a community where livelihoods are tied to a small but vital fishery. Generations of local fishers had watched pollution degrade their coastal waters. One fisherman summed it up: “Halifax and Dartmouth have succeeded in ruining our livelihood.”
Fishers were particularly alarmed by plans to build a sewage treatment facility on Ives Knoll, at the edge of McNabs Island—directly adjacent to Herring Cove’s fishing grounds. Residents feared further losses to their trap fishing berths and shellfish habitats, which had already been damaged by years of outfall pollution.
The Contradictions of “Cleanup”
The HHCI presented itself as a project to benefit the aquatic environment. Yet the communities most affected by marine degradation—like Herring Cove—argued that the proposed solution could do more harm than good. This contradiction reveals a deeper issue: whose definitions of “clean” and “safe” shape the decision-making process?
From the community perspective, the project prioritized central urban concerns over the wellbeing of working waterfronts and local ecosystems. Community members did not reject environmental cleanup—they questioned a model that sidelined local knowledge and worsened their existing challenges.
DFO’s Balancing Act
The Department of Fisheries and Oceans (DFO) played a complicated role. On one hand, it acknowledged the fishers’ concerns, especially regarding lobster habitat, trace metals, and the impact of chlorinated outflows. DFO recommended source control programs and habitat compensation, and even supported changes to diffuser placement to reduce sediment disruption.
On the other hand, DFO’s overall stance was cautiously supportive. Their position was: as long as environmental protections were properly planned and monitored, the HHCI would bring more good than harm. But for communities like Herring Cove, this conditional approval felt like a gamble with their futures.
Local Voices, Global Lessons
The HHCI case reveals how environmental projects—no matter how well-intentioned—can replicate patterns of exclusion if they fail to integrate local voices meaningfully. When fishers have to send their sons across the country to find clean waters to work in, we must ask: whose environment is being cleaned, and for whom?
The call to “think globally, act locally” has never felt more relevant. True environmental justice begins by listening to the
people most impacted by pollution—and ensuring their needs and knowledge shape the solutions.
