Research Questions 

Building on the problem statement, this research examines the historical development of waste and wastewater treatment policies in Halifax, Nova Scotia, using an urban environmental history and policy analysis approach. 

Primary Research Question 

Have socio-natural complexities, such as ecological interdependencies, stakeholder conflicts, varying natural resource management strategies, and jurisdictional challenges, historically contributed to governmental inaction at the federal, provincial, and municipal levels, thereby endangering environmental and human health? 

Key Concepts and Definitions 

To break down the central research question, the following key concepts are explored: 

  • Socio-natural complexities: The intricate ways human societies interact with the natural environment, particularly in urban settings. Halifax Harbour serves as a case study to illustrate these interconnections. 
  • Ecological complexity: The diverse array of species and their interdependent interactions within an ecosystem. The study considers how this complexity influences environmental policy and waste management decisions. 
  • Stakeholder conflict: Disputes arising from differing interests in managing large-scale infrastructure projects. In the case of Halifax Harbour, stakeholders include municipal, provincial, and federal government officials, engineering firms, environmental advocacy groups, public health organizations, and concerned citizens. The research traces the historical emergence of these interest groups and their influence on policy decisions. 
  • Natural resource management strategies: As populations grow and resources become increasingly scarce, management strategies shift toward command-and-control approaches. These strategies often generate controversy, particularly when balancing environmental sustainability with economic and infrastructural demands. 
  • Jurisdictional complexity: The overlapping responsibilities and regulatory powers of municipal, provincial, and federal governments. When intergovernmental cooperation is weak, it can lead to jurisdictional gridlock, delaying or obstructing necessary environmental initiatives. The study examines the historical evolution of these relationships, including the role of the Board of Health and other regulatory bodies. 
  • Governmental inaction: The failure to implement necessary policies or projects due to stakeholder conflicts, jurisdictional disputes, financial constraints, or technological limitations. The study assesses how such inaction has historically shaped Halifax’s wastewater management challenges. 
  • Environmental health: The intersection of public health and ecological integrity, emphasizing the importance of maintaining a clean and sustainable environment for both human and non-human life. The research explores how concerns for environmental health have evolved over time. 
  • Human health: A historical benchmark in the case study, allowing for an analysis of how growing awareness of environmental issues has shaped public health policies and regulatory approaches. 

Sub-Questions 

To further refine the inquiry, the following sub-questions guide the research: 

  1. How has the historical implementation of environmental policies influenced the relationships between federal, provincial, and municipal governments? What patterns of collaboration or conflict have emerged over time? 
  1. In what ways has a growing awareness of ecological complexity complicated efforts to mitigate pollution in Halifax Harbour? How have scientific advancements and shifting environmental priorities shaped policy responses? 
  1. What is the history of public interest groups that have formed around Halifax Harbour, and how have they influenced governmental action (or inaction)? How have these groups challenged existing policies and contributed to environmental advocacy? 
  1. How can the integration of sanitation history and public policy research provide new insights into environmental governance? What lessons can be drawn from past approaches to wastewater management that may inform future policymaking?
