Pipes, Power, and People: How Halifax’s Sewers Reveal a Hidden Politics 

When most of us think about sewers, we think about infrastructure—pipes underground, waste removed, and a job done. But look more closely, and sewerage systems reveal more than their utilitarian function. They can expose how power circulates in a city, how decisions are made, and who gets to speak—and who gets ignored. In Halifax, Nova Scotia, the story of sewerage development is not just about engineering. It’s a story of policy, politics, and a deeply embedded structure of inequality. 

The Hidden Framework: Epistemes and Sewer Systems 

The theoretical backbone of this analysis draws on Michel Foucault’s concept of the episteme—a kind of underlying framework of knowledge that shapes how a society thinks and governs. Foucault criticized the “Modern episteme,” which he argued was paradoxical: it claimed to be objective and rational, but in practice was self-referential and self-replicating. It defined what counted as truth, knowledge, and authority—and kept reproducing those definitions. 

Halifax’s sewerage system, as strange as it may sound, fits neatly into this philosophical framework. It exemplifies how technology and infrastructure do more than serve—they shape and reinforce power structures. In this context, the pipes and plans are not neutral; they’re deeply political. 

Visualizing Power: The Inverted Iron Triangle 

To illustrate this dynamic, imagine an inverted iron triangle. At the top corners are the Mayor and City Council on one side and the City Engineer’s Office on the other. At the bottom, seemingly far removed from real power, are the citizens. 

In Halifax’s 19th and early 20th century sewerage decisions, this triangle was more than a metaphor—it was a map of governance. The elected officials and engineers held nearly equal sway, exchanging correspondence, directing projects, and making decisions. The public? They were mostly recipients of information or, at best, petitioners whose voices rarely changed the outcome.

When their letters reached the Mayor’s office, they were sometimes forwarded to the City Engineer—but even then, action was rare. This is why it’s useful to think of infrastructure not just as pipes and pumps but as political artifacts. These systems reinforce specific social orders and institutional arrangements. They draw lines—literally and metaphorically—between insiders and outsiders, decision-makers and subjects.

The Legacy Today 

The dynamics established during Halifax’s early sewerage development didn’t vanish with time. Instead, they set patterns for how municipal governance evolved. As government became more complex and bureaucracies more sophisticated, the public’s role in infrastructure planning remained limited. The triangle may have grown more intricate, but the citizen’s place within it stayed precarious. 

Understanding the historical roots of these arrangements matters. It helps explain contemporary frustrations with public works planning, environmental justice, and citizen engagement. It also invites us to rethink how we design and manage the built environment. If sewers helped entrench inequality, perhaps they can also be reimagined as part of a more democratic and responsive infrastructure system.
