Boom, Blast, and Business as Usual: How the Halifax Explosion Reinforced an Old Sanitation Path 

When the SS Mont-Blanc exploded in Halifax Harbour on December 6, 1917, it shattered more than buildings. It disrupted lives, tore through neighbourhoods, and killed nearly 2,000 people. But what it didn’t break—surprisingly—was Halifax’s entrenched approach to managing its waste. In the midst of massive reconstruction, the city clung to old patterns, especially in how it dealt with its most invisible infrastructure: the sewer system. 

A City Under Pressure 

Halifax was already under stress when the First World War began. As one of the British Empire’s busiest wartime ports, the city—and especially the North End—was humming with military traffic and industrial activity. Yet despite its strategic importance, basic civic infrastructure like water, sewage, and garbage disposal were sorely neglected. Wartime priorities left little room for plumbing upgrades. 

The North End, while sometimes painted as purely industrial, was actually one of the most diverse and culturally rich parts of the city. But as war filled its streets with soldiers, workers, and newcomers, this diversity was ignored in city planning. Africville, for instance, continued to be excluded from essential services. 

When the Harbour Went Boom 

The Mont-Blanc, laden with munitions, collided with the Imo in Halifax Harbour. The resulting explosion was the largest man-made blast before Hiroshima. It leveled parts of the Richmond district and caused a tsunami that rippled across the harbour. Strangely, for all its destruction, the explosion barely left a measurable crater in the harbour’s seabed—due to the natural hardness of the Narrows floor. 

Scientists later confirmed the explosion caused a wave over 10 meters high in the Narrows, but this environmental upheaval was largely ignored at the time. Most records focused on rescuing the injured and rebuilding the city—not studying ecological damage. The harbour remained, as ever, an invisible part of Halifax’s civic consciousness. 

A Chance for Change—Missed 

The aftermath of the explosion saw an unprecedented opportunity for urban renewal. The Halifax Relief Commission hired British planning expert Thomas Adams to design a new neighbourhood in Richmond. Adams envisioned not only realigned streets and modern housing—he also called for updated water and sewer systems. 

Construction of the new “Hydrostone” district brought better housing and sewer connections, but the underlying system remained unchanged. Waste still flowed untreated into Halifax Harbour, just as it had for decades. Even in the face of disaster, the city doubled down on its existing sanitation path. 

Why? Possibly speed. The urgency to rebuild may have left little time for innovative thinking. Or perhaps it was inertia—an unwillingness to challenge the prevailing techno-ideological mindset that had guided Halifax’s infrastructure since the 19th century. Either way, the moment passed. And with it, a chance to break the cycle. 

Lessons in Path Dependence 

The Halifax Explosion should have prompted a reimagining of the city’s relationship to its environment. Instead, it reinforced it. The habit of dumping sewage into the harbour continued well into the late 20th century, only becoming a public scandal decades later. 

As we look back on this defining moment in Halifax’s history, we see not just a tale of tragedy and resilience, but also a warning: crises don’t automatically bring change. Sometimes, they entrench old habits even deeper.
