Between 1988 and 1995, Halifax undertook one of its most ambitious public infrastructure efforts: the Halifax Harbour Cleanup Initiative (HHCI). This project aimed to tackle the city’s long-standing sewage pollution problem by constructing a massive regional wastewater management system. But while the project’s technical blueprint was impressive, its approach to public engagement and environmental review raised serious questions about transparency, equity, and the politics of expertise.

The Infrastructure Vision

At the heart of the HHCI was a plan to build a centralized Sewage Treatment Plant and Oil From Sludge (STP/OFS) facility on an artificial island in Ives Cove. This treatment plant would handle primary treatment and disinfection, and convert sludge into usable oil. To feed the plant, the city would need more than 25 kilometers of interceptor sewers, tunnels, pumping stations, and overflow controls. Most of this infrastructure would be hidden underground, including an underwater tunnel to transfer waste directly to the new island.

From the beginning, this was a high-stakes, high-investment project. By the time the public review process began, the technical framework had already been finalized.

The Review Panel and the Limits of Participation

The federal Environmental Assessment Review Panel (EARP), convened in 1993, was tasked with evaluating the environmental, social, and economic impacts of the HHCI. Sixteen hearings were held in Halifax, Dartmouth, and surrounding communities. The panel was led by Dr. Shirley Conover, an ecologist and oceanographer, and supported by experts in civil engineering, urban planning, and waste management.

Though the panel’s makeup reflected strong technical expertise, it also highlighted a significant shortcoming: the near-complete absence of community voices and alternative perspectives in the formal decision-making process. The public was technically invited to participate—but in practice, the hearings revolved around validating expert decisions already in place.

This imbalance echoes the earlier case of Africville, where residents were excluded from decisions about their own community’s future, and external authorities were called in to assess the situation. In both cases, community knowledge and lived experience were marginalized in favour of professionalized, technocratic decision-making.

Whose Values Count?

One of the most revealing critiques of this model comes from scholars who argue that even the most “objective” environmental assessments are infused with value judgments. What counts as a risk? What level of environmental degradation is acceptable in the name of progress? These questions are often framed by scientific and economic logic—but they are deeply ethical and political.

For instance, Indigenous perspectives often prioritize survival and relationship with the land over the balance-sheet trade-offs central to Western environmental assessments. Yet these perspectives are rarely given equal weight, especially when decisions are driven by entrenched policy networks and technological lock-in.

Locked In Before It Began

By the time the HHCI reached the public consultation phase, much of the groundwork—both literally and figuratively—had already been laid. The treatment system design, the site location, and even the basic assumptions behind the project were in place. Given the resources already committed, there was little incentive for decision-makers to adjust course in response to public feedback.

In this context, public hearings were more about managing perception than shaping outcomes. As one might ask: was public

participation ever genuinely intended to influence the project, or was it a procedural requirement to legitimize decisions already made?

Rethinking Participation in Environmental Infrastructure

The Halifax Harbour Cleanup Initiative offers a cautionary tale about the politics of infrastructure. Technical expertise is essential—but when it becomes the sole arbiter of policy, it can silence the communities most affected by those decisions. Environmental reviews should not only assess ecological risks—they must also assess democratic risks.

True public participation means creating space for diverse voices early in the process, before major decisions are locked in. It means recognizing that knowledge does not reside solely in labs or boardrooms, but also in lived experience, cultural wisdom, and local history.

Only by embracing this broader understanding of knowledge and participation can future projects live up to the promise of not just cleaner harbours, but more just and inclusive cities.
