As the Halifax Harbour Cleanup Initiative (HHCI) gained momentum in the 1990s, many citizens were relieved to see action taken on a long-standing environmental problem: over 100 million litres of raw sewage flowing into the harbour every day. But not everyone was satisfied with the proposed solution. One of the most vocal critics was the Metro Coalition for Harbour Cleanup (MCHC), a citizen-led group that challenged both the sustainability and the science behind the plan—especially the use of wastewater chlorination.

“First, Do No Harm”: The Case Against Chlorination

David Wimberly, a member of the MCHC, delivered a memorable presentation titled “First do no harm” during the environmental review process. His message was clear: chlorination might make the harbour superficially cleaner, but it introduced new environmental and health risks that were largely ignored by project proponents.

Wimberly argued that chlorination had no place in Halifax’s water management strategy. He questioned the logic of using a chemical disinfection process just so “a few swimmers” could use Black Rock Beach for two months a year. Halifax, he noted, isn’t Florida—or even Boston. The water is too cold for most people to swim in, and few fall in while boating. “We mostly stay out of the water here,” he said.

His critique wasn’t just cultural—it was scientific. Wimberly warned that chlorination by-products were “persistent, accumulative, unpredictable and widely dispersed.” In his view, the supposed public health benefits were minimal compared to the ecological risks being imposed involuntarily on the entire harbour ecosystem.

Sustainability vs. Chemical Dependency

Wimberly’s presentation was part of a broader MCHC campaign to reframe the HHCI not as a symbol of environmental progress, but as an outdated and unsustainable approach. The Coalition wasn’t anti-cleanup. It was pro-alternative.

Rather than relying on a centralized sewage treatment plant with a chemical-based disinfection process, the MCHC advocated for decentralized systems using newer, greener technologies. These systems promised lower costs, greater resilience, and less environmental disruption. The Coalition’s work wasn’t just rhetorical—it was backed by technical research and alternative engineering designs.

What Could an Alternative Look Like?

So, what was the MCHC’s vision? It wasn’t just opposition for the sake of opposition. The Coalition proposed a fundamentally different wastewater management system—one that prioritized ecological principles, minimized chemical use, and avoided large-scale tunneling and pumping infrastructure.

Their vision included:

· Smaller, distributed treatment facilities tailored to different parts of the region;

· Natural or low-impact disinfection methods;

· Greater integration of wastewater planning with local watershed management.

Crucially, the MCHC argued that their plan was not only more sustainable but also more economically responsible. As Wimberly put it, “there was no need to impoverish the Halifax region” with a bloated, centralized system when better alternatives existed.

A Broader Lesson

The debate over chlorination and treatment alternatives in Halifax offers a valuable lesson for environmental policy everywhere: Sustainability is not just about fixing visible problems—it’s about asking harder questions. Who benefits from a solution? Who

bears the risks? And what other options were never given a real chance?

The MCHC dared to ask those questions. And in doing so, they remind us that real environmental leadership requires more than infrastructure—it demands imagination, accountability, and a willingness to rethink the status quo.
