đ§ When Sewers Shape Society: Path Dependence, Policy, and the Politics of SanitationÂ
Modern cities often take their infrastructure for grantedâespecially systems like sewage, which are buried both underground and in public consciousness. But what if the shape of our sewer systems reveals something deeper about how society works? What if technologies like sewers donât just serve cities, but shape their futures in unexpected, even rigid, ways?
Thatâs the central question explored in my study of path dependence and policy networks, two powerful concepts that help explain why technologies and decisions, once made, are so difficult to change. When these concepts are applied to something as mundane yet essential as sewer systems, they reveal profound truths about politics, inequality, and the very nature of modern governance.
đ What is Path Dependence?Â
First coined by economist Paul David, path dependence describes how small, early decisions can lock societies into particular trajectories. In the context of sanitation, this means that once cities chose to invest in water-flushing sewers, it became extraordinarily difficult to imagine, let alone implement, alternative systemsâeven when those systems proved socially or environmentally problematic.
This technological rigidity isnât just about pipes and pumps. It reflects deeper ideological commitments, shaped by what philosopher Michel Foucault called the Modern epistemeâa dominant way of knowing the world that emphasizes control, categorization, and the centrality of “Man” as the measure of all things.
đ Policy Networks and the Lock-In of IdeasÂ
But sewers donât install themselves. Theyâre the product of complex negotiations between governments, engineers, citizens, and institutions. Thatâs where policy network analysis comes in. Just like technological choices can become locked in, so too can political relationships and decision-making structures. Policy networksâthose webs of actors who make and influence public decisionsâcan reinforce technological paths, making change even harder.
My research argues that these two forms of rigidityâtechnological and politicalâare not separate, but deeply intertwined. Together, they form a kind of three-dimensional âepistemological structureâ that reflects how modern societies think, act, and justify their choices.
âď¸ Resistance to the SewerÂ
The dominance of sewerage systems in Western cities wasnât inevitable. In fact, it was fiercely contested.
In 19th-century England, early public sanitation efforts sparked fear and suspicion. Many opposed sanitary reform not just on cost or health grounds, but because it threatened traditional ways of life. Sanitary reformers like Edwin Chadwick envisioned rational, centralized systemsâbut critics saw an attack on domestic autonomy, especially when laws required homes to connect to municipal sewers.
Even health professionals resisted. In the Netherlands, for example, some doctors warned that poorly built sewers might actually spread disease. In Paris, farmers resisted the change because it meant losing access to human waste, which they used as fertilizer.
Yet despite this resistance, the tide turned. By the late 1840s, public support for sanitation legislation surged, marking the start of a new infrastructural eraâone that would extend to places like Halifax, Nova Scotia.
đ From Cesspools to the Harbour: Halifaxâs StoryÂ
In Halifax, as in many other cities, the shift to centralized sewerage systems followed these entrenched paths. Decisions made in the 19th century set the stage for decades of infrastructure development, racial and class inequalities (evident in cases like Africville), and a governance style that often excluded meaningful public participation.
Sewers, in other words, were not just a technical solutionâthey were a social choice. And once made, that choice shaped generations of policies, environments, and lives.
đ§ Why This Matters TodayÂ
Today, as cities grapple with climate change, aging infrastructure, and calls for environmental justice, understanding how we got here is more important than ever. Recognizing the power of path dependence and policy networks helps explain why sustainable change is so difficultâand where it might begin.
To change the future, we must first understand the past. And sometimes, that past runs beneath our feet.
