On the Natal Day weekend of 2008, Halifax’s Mayor Peter Kelly took a bold dive into the waters of Black Rock Beach at Point Pleasant Park. With that symbolic swim, he officially marked the end of a decades-long era—one in which Halifax Harbour’s beaches had been too polluted to enjoy safely.
Kelly’s high-profile public relations move was more than just a media stunt. It reflected the city’s confidence in its newly built sewage treatment facilities, a multi-million-dollar effort to reverse decades of environmental degradation. Beyond making the water safe for swimmers, the initiative aimed to improve the overall ecological health of Halifax Harbour and enhance the quality of life for residents across the provincial capital region.*
Just two years before the completion of these facilities, Halifax’s harbour received more than 181 million litres of untreated sanitary and stormwater wastewater every day. The pollution was severe, with widespread bacterial and chemical contamination. While small-scale treatment plants had been built in Mill Cove and Eastern Passage in the 1970s, most of the city’s waste flowed directly into the harbour.
A turning point came on June 15, 2004, when Kelly signed a $333 million contract with D&D Water Solutions* to construct three major wastewater treatment plants in Halifax, Dartmouth, and Herring Cove. These facilities, which opened between 2006 and 2008, marked a significant shift in how the city managed its waste and its relationship with the surrounding environment.*
This research examines the urban environmental history of Halifax Harbour through the lenses of public health, technological development, and environmentalism—all within the framework of the modern sewage system.
The Core Argument
At the heart of this study is the idea that technological path dependence and policy networks are mutually supporting problems. Once a particular technology is adopted or a policy direction is set, it becomes challenging to change course. The infrastructure and political decisions reinforce one another, creating systems that resist adaptation, even when new challenges emerge.
By examining the Halifax Harbour cleanup through this dual framework, this research aims to demonstrate how technological and political structures intertwine, shaping both environmental outcomes and urban development. Ultimately, the goal is to build a unified theory that explains how these forces interact in shaping long-term ecological policy and technological decisions.
