In the aftermath of World War II, Halifax was booming. Unlike the population drop that followed World War I, the post-WWII years brought sustained growth, part of a broader wave of global urbanization. By the 1950s, it was clear that Halifax’s infrastructure—especially its sewer systems—was struggling to keep up. 

So in 1956, Halifax City Council commissioned a major infrastructure study by the Canadian-British Engineering Consultants (CBEC). The study was meant to chart a better path forward. What it delivered instead was a doubling down on a century-old practice: dumping untreated waste into Halifax Harbour. 

Same Harbour, Same Habits 

The CBEC report had lofty goals. It aimed to reduce harbour pollution and guide the future growth of Halifax, Dartmouth, and Halifax County in ways that would protect public health. But despite these ambitions, the report quickly set limits: ship-borne waste and the discharge of oil and garbage from vessels were deemed “beyond the scope” of the study. The harbour’s health—ecologically speaking—remained a background concern. 

Instead, planners focused on modernizing sewer access in growing neighbourhoods, expanding networks of pipes, and replacing old septic tanks and earth closets. These improvements were justified in the name of public health and aesthetics—but not environmental restoration. 

Sewerage by the Numbers 

By 1956, Halifax’s sewer system was a patchwork—some of it dating back 80 years, to lines laid by the British Army. Records were incomplete. Infrastructure was outdated. And as the study revealed, pollution had grown right alongside the city. 

In 1924, marine biologist A.G. Huntsman had identified 13 sewer outfalls in Halifax. By the time of the CBEC report, there were over 20 outfalls in just one of six drainage zones on the Halifax side alone. Dartmouth had another 13. All of them discharged directly into the harbour, untreated. 

Even new developments, like Halifax’s West End, were only required to install systems that minimized floating debris—not eliminate pollution. The harbour, it seemed, was still seen as a bottomless disposal site. 

When Geography Becomes Destiny 

Part of the challenge was physical. Halifax’s steep slopes, irregular terrain, and hard bedrock—known as “Halifax slate”—made sewer construction expensive and complicated. Drainage lines often had to be laid deep underground and routed in complex patterns. Combined stormwater and sanitary sewer systems were the norm, even though they contributed to overflow and pollution. 

But the deeper problem wasn’t geological—it was ideological. The city was caught in what policy scholars call “path dependence.” Earlier decisions, technologies, and assumptions had locked Halifax into a way of thinking that prioritized economy, convenience, and the appearance of cleanliness—over ecological integrity. 

Modernization, But Not Environmentalism 

While the 1956 study sought to improve sanitation for a growing city, it did so through a framework rooted in the Modern episteme: a worldview that centers human needs and rational planning, often at the expense of nature. The study’s limited vision of “improvement” focused on public hygiene and urban aesthetics—not on restoring the health of the harbour itself. 

This mindset would persist well into the 21st century. Later efforts, including the Halifax Harbour Cleanup Initiative, struggled to undo the legacy of this entrenched infrastructure—and the fragmented policy networks that sustained it. 

Lessons for Today 

The 1956 infrastructure study was a missed opportunity. It could have reimagined Halifax’s relationship to its harbour, invested in ecological restoration, and treated the environment as more than a dumping ground. Instead, it reinforced a dangerous status quo—one that polluted the water, multiplied sewer outfalls, and left a toxic inheritance for future generations. 

As we face the challenges of climate change, urban sustainability, and environmental justice, Halifax’s mid-century choices remind us: how we build cities shapes how we treat nature. And what we overlook today may haunt our shorelines tomorrow.
