When Sewers Shape a City: Halifax’s Long History of Flushing Problems Into the Harbour
We often take for granted the pipes beneath our feet—the infrastructure that quietly carries away the wastewater of modern life. But in Halifax, Nova Scotia, that subterranean system tells a powerful story. It’s a tale of progress, pollution, and path dependence, where each decision about sewage reinforced a decades-old pattern: dumping waste into the harbour and hoping it would wash away.
The Science of Sewage—and Its Limits
In 1924, Canadian scientist A. G. Huntsman conducted one of the first studies of Halifax Harbour’s currents and pollution levels. He found that the city’s 13 sewer outfalls were already causing significant contamination, especially near the shore. His work showed how tides and currents diluted waste—but only to a point. Pollution didn’t disappear. It just moved.
Three decades later, the 1956 Halifax infrastructure study—commissioned by city council and conducted by the Canadian-British Engineering Consultants (CBEC)—revisited Huntsman’s work. Their conclusion was sobering: natural water flows, tides, and currents were not enough to dilute the growing volume of sewage. Worse still, short outfalls concentrated pollution close to where people swam, worked, and fished.
The solution? Not wastewater treatment, but longer pipes—so sewage could be dumped deeper and farther out.
Chlorination, Coliform, and the Appearance of Cleanliness
One of the most alarming parts of the 1956 report involved bacterial testing. Coliform levels (a key indicator of fecal contamination) in the harbour frequently exceeded the limits of measurement, reaching over 12,000 bacteria per 100cc in places like Fleming Park. Chlorination helped—but only temporarily, and only when applied consistently.
What mattered most to planners, though, wasn’t ecological health—it was aesthetics and public hygiene. Sewers were extended not to clean the harbour, but to move pollution out of sight. The waste didn’t vanish. It just reappeared elsewhere, in deeper water, along other shorelines.
Combined Sewers, Combined Problems
Halifax’s infrastructure was built on a combined sewer system—where stormwater and sewage shared the same pipes. This meant that during heavy rains, the system overflowed, and raw waste poured into the harbour. Planners knew this. But separating the systems, or investing in treatment facilities, was deemed too expensive.
So the city stuck with the status quo: discharge, dilute, repeat.
This entrenched way of thinking—known as technological path dependence—meant that new developments simply inherited old systems. What was designed in the 19th century as a quick fix became, by the 20th century, a rigid reality.
The Human Cost of Invisibility
Underlying this approach was a worldview the chapter describes as the “Modern episteme”—a way of thinking that placed humans at the centre and nature at the margins. As long as pollution was kept away from homes and visible beaches, it didn’t seem to matter.
Policy decisions were made by a small, centralized group of engineers, health officers, and city planners. This early version of an “iron triangle” left out the public—especially marginalized communities like Africville, whose voices and concerns were systematically ignored.
A City Shaped by War and Waste
Halifax’s development wasn’t steady; it was episodic, driven by war. The American Revolution, the War of 1812, and both World Wars brought waves of military spending and population growth. During these booms, the city rushed to build infrastructure—often prioritizing speed over sustainability.
When peace returned, the population declined, budgets shrank, and long-term planning fell by the wayside. This stop-start pattern entrenched reactive policies rather than forward-looking ones. Waste disposal always lagged behind growth.
Where Do We Go From Here?
The story of Halifax’s sewerage system from 1890 to 1956 is more than a tale of pipes and pumps. It’s a study in how ideology, governance, and geography converge to shape a city’s relationship with its environment.
By the 1950s, planners acknowledged that the harbour was polluted—and getting worse. But rather than rethinking the system, they extended it. Rather than questioning the logic of flushing raw sewage into a shared waterway, they refined it.
And that logic still haunts Halifax’s shorelines today.
