Blog Post: Halifax Harbour Cleanup—What Public Participation Really Looked Like in Herring Cove
The Halifax Harbour Cleanup Initiative (HHCI) is often celebrated as a landmark environmental project. Launched to address the daily discharge of over 100 million litres of raw sewage into the harbour, the HHCI promised both environmental renewal and community engagement. But in communities like Herring Cove, the reality of participation told a different story—one of frustration, misrepresentation, and unmet expectations.
A Project Pitched as Progress
From the start, HHCI officials made sweeping claims about the benefits of their plan. One such claim concerned improvements to the McIntosh Run watershed, a local waterway suffering from untreated sewage outflows. The HHCI assured residents that the project would bring ecological benefits, emphasizing that underground tunnels would avoid disturbing the sensitive Backlands—a beloved wilderness area in Herring Cove.
More importantly, the HHCI highlighted that alternative treatment options were considered before settling on the proposed design. This, they argued, showed that public voices had shaped the outcome. But residents tell a different story.
Herring Cove Speaks Out
The Herring Cove Ratepayers Association led local opposition to the construction of a sewage treatment facility in their community. Their alternative plan: pump wastewater out of Herring Cove to a larger regional facility in Halifax. This solution was supported by Halifax County Council and rooted in both environmental and community concerns—particularly the desire to protect the Backlands from development.
The HHCI appeared to accept this suggestion and revised their plan. Instead of building a treatment plant in Herring Cove, they proposed a pumping station that would send waste to Halifax for treatment. On paper, this looked like a win for local democracy.
But residents soon realized the revised plan brought its own set of problems—ones that echoed their original objections.
Misrepresentation and Mistrust
Peter Pelham, a Herring Cove resident and member of the Halifax Harbour Task Force, offered one of the most pointed critiques of the HHCI process. Despite his role on the task force, Pelham said that the final HHCI proposal bore little resemblance to what community members had actually requested. In his words, the project presented to the public was “a false manifestation” of community input.
Pelham and others argued that the so-called compromise—the pumping station—would still involve heavy construction, environmental disruption, and ongoing risks to water quality in nearby fishing areas. It was, in their view, a change in form but not in substance. The underlying community concerns—about ecological damage, infrastructure placement, and local autonomy—remained unresolved.
Beyond NIMBY Narratives
It’s tempting to dismiss this resistance as classic “Not In My Backyard” (NIMBY) behavior. But such characterizations ignore both the substance of residents’ concerns and the research that shows strong public engagement actually reduces resistance. The people of Herring Cove weren’t simply opposing development; they were offering alternative plans, citing environmental risks, and advocating for the protection of sensitive ecosystems.
Moreover, their position wasn’t just about inconvenience. It was about accountability. It was about whether a community’s voice would be respected or overridden by a top-down process cloaked in the language of inclusion.
What Participation Should Look Like
The Herring Cove experience reveals how public consultation can be more symbolic than substantive. True participation requires more than listening sessions or revised blueprints. It demands
that public feedback meaningfully shape outcomes—not just serve to justify them after the fact.
When communities offer thoughtful critiques and viable alternatives, they should be welcomed as partners in the planning process—not managed as obstacles. Herring Cove’s experience with the HHCI should serve as a lesson: environmental infrastructure must be rooted in environmental justice, not just engineering.
